Contents In many municipalities, climate resilience, climate adaptation and climate protection have now become structurally established – either through integrated tasks in existing departments or through newly created positions. This is an important first step. However, practical experience often shows that formal establishment does not mean that the issue has been fully integrated into everyday administrative work.
Measures are more difficult to implement than originally thought. Political decisions turn out differently than hoped. In day-to-day business, climate issues compete with many other demands – and often lose priority as a result. This quickly leads to a situation where concepts, strategies and responsibilities exist, but actual integration into routines, decisions and responsibilities is slow to develop.
